1. (a) If the task force, by the affirmative votes of a majority of the voting members of the task force, votes to require that a development authority should be established under this chapter, the development authority shall be established.

2. (b) A unit may not create a reuse authority under IC 36-7-30 for all or part of a military base that is:

   1. (1) governed by this chapter; and
   2. (2) located within the boundaries of the unit.
