1. (a) Except as provided in subsection (c), the five (5) members of a municipal military base reuse authority shall be appointed as follows:

   1. (1) Three (3) members shall be appointed by the municipal executive.
   2. (2) Two (2) members shall be appointed by the municipal legislative body.
2. (b) The five (5) members of a county military base reuse authority shall be appointed by the county executive.

3. (c) The five (5) members of a municipal military base reuse authority in an excluded city that is located in a county with a consolidated city shall be appointed as follows:

   1. (1) One (1) member shall be appointed by the executive of the excluded city.
   2. (2) One (1) member shall be appointed by the legislative body of the excluded city.
   3. (3) One (1) member shall be appointed by the consolidated city executive.
   4. (4) One (1) member shall be appointed by the consolidated city legislative body.

   5. (5) One (1) member shall be appointed by the board of county commissioners.

      However, at least three (3) of the members must be residents of the excluded city.
