As used in this chapter, "private provider" means a person who:

1. (1) is:

   1. (A) an architect registered under IC 25-4-1 ;
   2. (B) a professional engineer registered under IC 25-31-1 ; or
   3. (C) a certified building official;

2. (2) is not:

   1. (A) an employee of;
   2. (B) affiliated with; or

   3. (C) financially interested in;

      the person, firm, or corporation engaged in the project to be reviewed or inspected; and

3. (3) is not an employee of a unit.
