This section does not apply if the applicant uses a private provider to perform the plan review. Any delay in the processing of an application:

1. (1) attributable to a cause outside the control of the unit; or

2. (2) through the fault of the applicant;

   does not count toward the time set forth in section 18 of this chapter.
