A commissioner of a housing authority is entitled to:

1. (1) a per diem allowance of up to one hundred dollars ($100) for attending a meeting of the authority; and

2. (2) reimbursement for necessary expenses, including traveling expenses, incurred in the discharge of the commissioner's duties.
