A township that meets the requirements of section 5 of this chapter must:

1. (1) adopt a capital improvement plan not later than September 30 of each calendar year; and
2. (2) submit a copy of the adopted capital improvement plan to the department of local government finance not later than five (5) business days after a budget is adopted under IC 6-1.1-17-5 (a). The submission must be in the manner prescribed by the department.
