Before it takes effect, an agreement under section 9 of this chapter must be:

1. (1) approved by the fiscal body of each party;
2. (2) recorded with the county recorder;
3. (3) filed with the executive of the municipality and the auditor of the county; and

4. (4) filed with the state comptroller.
