The governing body shall submit the following to the department of local government finance's computer gateway not more than sixty (60) days after the date of execution of the guaranteed savings contract:

1. (1) A copy of the executed guaranteed savings contract.

2. (2) The:

   1. (A) energy or water consumption costs;
   2. (B) wastewater usage costs; and

   3. (C) billable revenues, if any;

      before the date of execution of the guaranteed savings contract.

3. (3) The documentation using industry engineering standards for:

   1. (A) stipulated savings; and
   2. (B) related capital expenditures.
