The secretary of state shall collect two dollars ($2) for each attestation provided under this chapter. However, no fee may be collected for an attestation pertaining to the following:
(1) An adoption.
(2) A birth certificate.
(3) A death certificate.
(4) A student transcript.
(5) A document prepared by the secretary of state.
