1. (a) The secretary of state may attest to the authenticity of the signature of a public official in Indiana.
2. (b) Except as provided in subsection (c), the secretary of state may attest to the authenticity of a signature or certify a signature of a notary public.

3. (c) The secretary of state may not certify or attest to the signature of a notary public on a document regarding:

   1. (1) allegiance to a government or jurisdiction;
   2. (2) the relinquishment or renunciation of citizenship, military status, sovereignty, or world service authority; or
   3. (3) a claim of immunity from the jurisdiction of the United States, the laws of any state of the United States, or federal law.
