"Identity proofing" means a process or service:

1. (1) that is approved by the secretary of state; and

2. (2) through which review by a third person of personal information:

   1. (A) about an individual; and

   2. (B) obtained from public and proprietary data sources;

      affirms the identity of the individual.

      The term may include dynamic knowledge based authentication assessment.
