Information and training concerning child welfare substance abuse treatment services must be provided as follows:

1. (1) The Indiana judicial center shall provide the information and training to juvenile court, circuit court, and superior court judges.
2. (2) The department shall provide the information and training to the employees of the department.
3. (3) The public defender council of Indiana shall provide the information and training to public defenders.
