1. (a) Except as provided in section 16 of this chapter, the state department shall immediately respond to requests regarding registrations under this chapter:

   1. (1) in writing; and
   2. (2) in a manner described by section 20 of this chapter.

2. (b) The state department may charge a fee for responding to a request under this section, unless the state department mails the state department's response.
