1. (a) This section applies to an adopted child if:

   1. (1) the local office; or

   2. (2) the prosecuting attorney;

      has filed a petition alleging that the child is a child in need of services under IC 31-34-1 .

2. (b) The:

   1. (1) local office;
   2. (2) child's guardian ad litem or court appointed special advocate; and

   3. (3) juvenile court;

      may have access to nonidentifying adoption information regarding the child.
