A declaration of candidacy for:

1. (1) a federal office;
2. (2) a state office;
3. (3) a legislative office; or

4. (4) the local office of:

   1. (A) judge of a circuit, superior, probate, or small claims court; or

   2. (B) prosecuting attorney of a judicial circuit;

      shall be filed with the secretary of state.
