If the circuit court clerk dismisses a complaint under section 13 of this chapter, the circuit court clerk shall provide a copy of this determination by first class mail with tracking to:

1. (1) the person who filed the notice;
2. (2) the person alleged to have committed the violation;
3. (3) the members of the county election board; and
4. (4) the election division.
