"Ballot label" means:

1. (1) the printed strip or sheet of cardboard or paper, supplied for use on an electronic voting system, that contains the names of the candidates and the public questions on the ballot; or

2. (2) the material, supplied for use with a ballot card voting system, that contains those names and questions.
