Each circuit court clerk shall do both of the following:

1. (1) Keep a separate absentee ballot record for each precinct in the county.

2. (2) Certify to each inspector, at the time that the absentee ballots are delivered, all the following:

   1. (A) The number of absentee ballots sent to each absentee voter.
   2. (B) The number of absentee ballots marked before the clerk.

   3. (C) The names of the voters to whom the ballots were sent or who marked ballots in person.
