1. (a) This section does not apply to an absentee ballot required to be treated as a provisional ballot under IC 3-11.7 .

2. (b) If an envelope containing an absentee ballot has not been opened before the close of the polls, then the envelope may not be opened without an order of a court or the state recount commission.
