1. (a) Rules promulgated by the director or the department under this chapter must be adopted in accordance with IC 4-22-2 .
2. (b) At the time the director or department files a notice of proposed adoption, amendment, or repeal of a rule under this chapter for public comment, a copy of the notice must be sent by first class mail postage prepaid to all licensees and applicants for licenses under this chapter as of the time the notice is sent.
