In making investigations concerning the compliance of a licensee the department may:

1. (1) administer oaths;
2. (2) subpoena witnesses; and

3. (3) require the production of:

   1. (i) books, documents, or other tangible items; and
   2. (ii) information pertaining to the identity of and location of persons having knowledge of facts concerning compliance with this chapter.
