1. (a) The commissioner shall adopt rules under IC 4-22-2 to implement this chapter.
2. (b) The rules adopted under subsection (a) must include monetary penalties for a violation of this chapter that are consistent with other penalties assessed for similar violations under this title.
3. (c) The commissioner is solely responsible for the enforcement of this chapter.
