1. (a) The board shall hold meetings as follows:

   1. (1) A meeting for the purpose of organization must be held not more than thirty (30) days after the board members are appointed.
   2. (2) The board shall hold at least one (1) regular meeting each calendar year. At the first regular meeting each year, the board shall elect a chairperson and vice chairperson.
   3. (3) Special meetings may be held at the discretion of the chairperson.
   4. (4) Meetings may be held at such time as the board or chairperson shall determine.
2. (b) A quorum of the board consists of four (4) members.
3. (c) A secretary of the board shall be elected by the board and shall hold office at the pleasure of the board.
