"Unique identifier" means a number or other identifier that:

1. (1) permanently identifies a:

   1. (A) loan broker;
   2. (B) mortgage loan originator; or
   3. (C) branch office; and

2. (2) is assigned by protocols established by the Nationwide Mortgage Licensing System and the federal financial institutions regulatory agencies (as defined in 12 U.S.C. 3350(6)) to facilitate the:

   1. (A) electronic tracking of; and

   2. (B) uniform identification of, and public access to:

      1. (i) the employment history of; and

      2. (ii) any publicly adjudicated disciplinary and enforcement actions against;

         a person described in subdivision (1).
