The money in the fund may be expended subject to appropriation by the general assembly for purposes of:

1. (1) awarding restitution assistance under this chapter;
2. (2) paying expenses incurred in administering this chapter; and

3. (3) making awards to informants under IC 23-19-7 .

   The fund may be augmented after budget committee review.
