Not later than June 30, 2025, the commission for higher education, in consultation with each state educational institution, shall establish a policy to at least semiannually identify and notify an individual who is a:

1. (1) reverse transfer eligible undergraduate student; or

2. (2) reverse transfer eligible former student;

   of the voluntary option to receive an associate degree from Ivy Tech Community College or Vincennes University, as applicable, at no cost.
