A purchaser of real property under this chapter shall submit to the auditor of the state:

1. (1) the receipt issued from the treasurer of the state educational institution selling real estate under this chapter; and

2. (2) a request to convey title to real estate in the form of a certified copy of the resolution of the board of trustees of the state educational institution setting forth the terms and conditions of the sale and conveyance of the real estate.
