The commission shall:

1. (1) review the legislative request budgets of all state educational institutions preceding each session of the general assembly;
2. (2) make recommendations concerning appropriations and bonding authorizations to state educational institutions, including public funds for financial aid to students by any state agency; and

3. (3) present to the budget committee in even-numbered years at the same time as budget hearings are held under IC 4-12-1-8 , a summary of the legislative requests of all state educational institutions and the commission's recommendations concerning:

   1. (A) operating;

   2. (B) capital, including:

      1. (i) repair and rehabilitation;
      2. (ii) preventive maintenance; and
      3. (iii) capital projects, including new construction, substantial renovation, or substantial rehabilitation funding; and

   3. (C) financial aid.
