In developing the long range plan, the commission shall take into account:

1. (1) the plans and interests of the state private postsecondary educational institutions;
2. (2) anticipated enrollments in state public and private postsecondary educational institutions;
3. (3) financial needs of students; and

4. (4) other factors pertinent to the quality of educational opportunity available to the citizens of Indiana.
