(a) The commission shall do the following:
1. (1) Study and make recommendations regarding allowing:
  1. (A) Ivy Tech Community College to award bachelor's degrees; and
  2. (B) Vincennes University to offer additional programs that lead to a bachelor's degree.
2. (2) Not later than October 31, 2024, do the following:
  1. (A) Prepare a report regarding the study and recommendations described in subdivision (1).
  2. (B) Submit the report to the general assembly in an electronic format under IC 5-14-6 .
(b) This section expires January 1, 2025.
