The commission consists of fourteen (14) members appointed by the governor as follows:

1. (1) Each member must be a citizen of Indiana.
2. (2) Each congressional district must be represented by at least one (1) member who resides in the congressional district.
3. (3) One (1) member must be a student.

4. (4) One (1) member must be a full-time faculty member of a state educational institution.
