Beginning November 1, 2016, and not later than November 1 each year thereafter, state educational institutions shall report annually to the commission the number of return and complete students who attended the postsecondary educational institution who have:

1. (1) received targeted outreach by the postsecondary educational institution; and
2. (2) earned an associate or baccalaureate degree or a technical certificate from the postsecondary educational institution.
