A person who:

1. (1) is no longer serving in the armed forces of the United States; and

2. (2) enrolls in a state educational institution later than twelve (12) months after the date of the person's discharge or separation from the armed forces of the United States;

   is subject to the tuition policies determined by the state educational institution.
