This chapter applies to an individual who:

1. (1) did not graduate from high school with an Indiana diploma with a Core 40 with academic honors designation;
2. (2) has received an associate degree;
3. (3) after receiving the associate degree, enrolls in a baccalaureate degree program; and
4. (4) otherwise qualifies for an award.
