The report prepared under section 5 of this chapter must be entered on the records of the board of county commissioners. Copies of the report must be:

1. (1) signed by the members of the board of county commissioners, the county auditor, and the county treasurer; and

2. (2) sent to the:

   1. (A) state comptroller; and

   2. (B) secretary of education.
