Ind. Code § 20-23-8-7 – Contents of plan

(a) A plan or proposed plan must contain the following items:
1. (1) The number of members of the governing body, which shall be:
  1. (A) three (3);
  2. (B) five (5); or
  3. (C) seven (7);
    members.
2. (2) Whether the governing board shall be elected, appointed, or both.
3. (3) If appointed, when and by whom, and a general description of the manner of appointment that conforms with the requirements of IC 20-23-4-28 .
4. (4) A provision that the members of an elected governing board shall be elected at the general election at which county officials are elected.
5. (5) If the governing board will have members who are elected and members who are appointed, the following information:
  1. (A) The number of appointed members.
  2. (B) When and by whom each of the appointed members are appointed.
  3. (C) A general description of the manner of appointment that conforms with the requirements of IC 20-23-4-28 .
  4. (D) The number of elected members.
  5. (E) A general description of the manner of election that conforms with the requirements of IC 20-23-4-27 .
6. (6) The limitations on:
  1. (A) residence;
  2. (B) term of office; and
  3. (C) other qualifications;
    required by members of the governing body.
7. (7) The time the plan takes effect.
  A plan or proposed plan may have additional details to make the provisions of the plan workable. The details may include provisions relating to the commencement or length of terms of office of the members of the governing body taking office under the plan.
(b) Except as provided in subsection (a)(1), in a city having a population of more than fifty-four thousand (54,000) and less than fifty-eight thousand (58,000), the governing body described in a plan may have up to nine (9) members.
