1. (a) Notwithstanding section 3.1 of this chapter, as in effect on July 1, 2016, the members of the governing body described in section 3.1(b) of this chapter shall:

   1. (1) be elected at the general election held in the county in 2016; and
   2. (2) serve a term of two (2) years.

2. (b) The successors of the members of the governing body described in subsection (a) shall:

   1. (1) be elected at the general election held in the county in 2018; and
   2. (2) serve a term of four (4) years.
3. (c) This section expires January 1, 2023.
