As used in this chapter, "school corporation" means a school corporation that:

1. (1) is located in a county having a population of:

   1. (A) more than three hundred fifty thousand (350,000) and less than four hundred thousand (400,000); or
   2. (B) more than two hundred fifty thousand (250,000) and less than three hundred thousand (300,000); and

2. (2) has at least twenty thousand (20,000) students.
