Not later than November 1, 2027, the department of local government finance, in consultation with the department, shall do the following:

1. (1) Prepare a report that includes recommendations regarding legislation and procedures to transfer the duties and powers of a participating school corporation to a local board or new local board as described in section 8(b) of this chapter.
2. (2) Submit the report to the legislative council in an electronic format under IC 5-14-6 .
