Not later than November 1, 2024, the secretary of education shall prepare and submit to the general assembly in an electronic format under IC 5-14-6 a plan to establish a pilot program that provides innovative approaches concerning the use, operation, and management of school facilities to promote:

1. (1) enhanced learning environments;
2. (2) unique learning opportunities; and
3. (3) improved student academic and health outcomes.
