The department shall establish an online adjunct teacher portal on the department's website or incorporate into the teacher referral system developed under IC 20-20.5-2 a functionality to allow:

1. (1) a school corporation to post a vacant adjunct teacher position; and

2. (2) an individual to:

   1. (A) post a resume;
   2. (B) post any other information requested by the school corporation through the portal or system; and
   3. (C) make inquiries to the school corporation through the portal or system.
