1. (1) Two (2) members of the house of representatives from different political parties appointed by the speaker of the house of representatives.
2. (2) Two (2) members of the senate from different political parties appointed by the president pro tempore of the senate.
3. (3) The governor or the governor's designee.
4. (4) The state health commissioner or the commissioner's designee.
5. (5) The director of the division of family resources established by IC 12-13-1-1 or the director's designee.
6. (6) The director of the office of Medicaid policy and planning established by IC 12-8-6.5-1 or the director's designee.
7. (7) The director of the division of mental health and addiction established by IC 12-21-1-1 or the director's designee.
8. (8) The commissioner of the department of correction or the commissioner's designee.
9. (9) One (1) representative of a local health department appointed by the governor.
10. (10) One (1) representative of a public health care facility appointed by the governor.

11. (11) One (1) psychologist appointed by the governor who:

    1. (A) is licensed to practice psychology in Indiana; and
    2. (B) has knowledge and experience in the special health needs of minorities.
12. (12) One (1) member appointed by the governor based on the recommendation of the Indiana State Medical Association.
13. (13) One (1) member appointed by the governor based on the recommendation of the National Medical Association.
14. (14) One (1) member appointed by the governor based on the recommendation of the Indiana Hospital and Health Association.
15. (15) One (1) member appointed by the governor based on the recommendation of the American Cancer Society.
16. (16) One (1) member appointed by the governor based on the recommendation of the American Heart Association.
17. (17) One (1) member appointed by the governor based on the recommendation of the American Diabetes Association.
18. (18) One (1) member appointed by the governor based on the recommendation of the Black Nurses Association.
19. (19) One (1) member appointed by the governor based on the recommendation of the Indiana Minority Health Coalition.

20. (b) At least fifty-one percent (51%) of the members of the council must be minorities.
