The commission may implement a certification program for emergency services personnel regulated by the commission through emergency rules adopted under IC 4-22-2-37.1 . An emergency rule adopted under this section expires on the later of the following:

1. (1) July 1, 2014.
2. (2) The date permanent rules are adopted to replace the emergency rules.
