This chapter applies to a nonprofit hospital corporation:

1. (1) in a city having a population of:

   1. (A) more than one hundred ten thousand (110,000) and less than one hundred fifty thousand (150,000); or
   2. (B) more than one hundred thousand (100,000) and less than one hundred ten thousand (110,000);
2. (2) in a city without a city hospital or other means for furnishing the city's citizens hospital care; and

3. (3) that owns property in the city that:

   1. (A) is used for hospital purposes; and

   2. (B) has a value of at least four hundred thousand dollars ($400,000).
