The state shall reimburse a hospital, including a hospital operated under IC 16-22-8 that treats or cares for a patient with tuberculosis, an amount determined by the state department under section 2 of this chapter if no other sources of reimbursement are available for that patient, including the following:

1. (1) Patient resources.
2. (2) Health insurance.
3. (3) Medical assistance payments.

4. (4) Hospital care for the indigent.
