A person may not operate:

1. (1) a commercial dog breeder operation;
2. (2) as a commercial dog broker;
3. (3) a retail pet store;
4. (4) an animal care facility; or

5. (5) an animal rescue operation;

   without being registered with the board in accordance with IC 15-21-3 .
