As used in this chapter, "commercial applicator" means a certified applicator, whether or not a private applicator with respect to some uses, who:

1. (1) uses or supervises the use of restricted use pesticide products; or

2. (2) uses general use pesticide products or fertilizer materials for hire;

   for any purpose or on any property other than as provided by section 30 of this chapter.
