As used in this chapter, "certified applicator" means any individual who is certified under this chapter as qualified to:

1. (1) use or supervise the use of restricted use pesticides; or

2. (2) use general use pesticides or fertilizer material for hire;

   and has been issued a license or permit as evidence of the individual's qualifications.
