As used in this chapter, "adulterated" refers to a pesticide or pesticide product if:

1. (1) the strength or purity of the pesticide does not meet the professed standard or quality as expressed on its labeling under which it is sold;
2. (2) any substance has been substituted wholly or in part for the pesticide product; or

3. (3) any valuable constituent of the pesticide product has been wholly or in part removed.
