"Appurtenance" means any:

1. (1) valve;
2. (2) pump;
3. (3) fitting;
4. (4) pipe;
5. (5) hose;
6. (6) metering device; or

7. (7) mechanical device;

   that is connected to a storage container or is used to transfer a material into or out of the storage container.
